It's been a long time since we updated this blogspot! Right around the time of our last post on this blog, we got a great offer for help with our website. Someone was going to make a better website for us, and maybe that will still happen some day. We know that our web presence could be better. We're very active on <a href="https://www.facebook.com/right2sleep/" target="_blank">Facebook, so like and follow us there </a>too! <br>

As the Board members of Right 2 Dream Too followed the news about the coronavirus or COVID-19, we realized that we needed to figure out a way for those who sleep here, and those who stop by to use the restroom or get something to eat, have a way to wash their hands. We had hand sanitizer available, but good old soap and water is what breaks down this virus!<br>
<br>
Our budget is tight, so it had to be inexpensive, durable and easy to fix. We looked for plans on the internet, and asked a volunteer if he was willing to make it for us. Steve said, "The more I thought about it the more I was convinced that I needed to make time to do this." He didn't want people to get sick just because they lacked basic hygiene facilities. So for $15 in parts and donated labor, Steve built our new handwashing station and delivered it just a few days after our initial conversation. It's been received well and it's getting a lot of use.<br>

At this point, the members say they
are doing well and our volunteer doctor says they are too. They continue
to serve our community up to full capacity, and that puts them at risk. Ho<span class="text_exposed_show">pefully, being outside is actually helpful, and we know folks are taking precautions and following protocols.</span><br>
<br>
<span class="text_exposed_show">When we talked about Covid19 at last week's general meeting, folks said that what they need to stay healthy is housing now! </span><br>
<br>

However, since we can't wait for housing for all, the time is now to set up more rest areas (minus the communal
tents or at least reducing the capacity in communal sleeping spaces),
more villages, more camp sites - where houseless people have access to
all the things they need, and can follow the best practices for
handwashing, isolating, accessing warmth, medicine, and community support.
There are plenty of empty lots and pieces of land - both public and
private - in this city. Neighborhoods - like yours! can organize these. We are happy to offer advice and support as you organize your own rest area. <br>
<br>
We can't wait for the government to take the lead on creative, out of the box solutions. We have to do the best we can with what we have.<br>
<br>
We absolutely need to stop the sweeps and let people stay safe
in their homes - whether that home is a tent or is made of plywood. <br>
<br>

Right 2 Dream Too is stretched financially right now.<br>
<br>
Our grassroots fundraising strategy for this year was focused on house parties. We just had to postpone the first one indefinitely. We very much intend to continue to provide a space to sleep for Portland's most vulnerable Portlanders, while we organize and participate in life saving mutual aid projects.<br>

1) Consider setting up a monthly donation (just click the box). We would love to get 200 people donating $15-$20 each month. That would completely cover our operating expenses, community supported sleep!<br>

2) Contact our City Commissioners and ask that they support Right 2 Dream Too! The city holds "in <span class="il">trust</span>" more than $800,000 for R2DTOO. The so called "<span class="il">trust</span> <span class="il">fund</span>"
was established by city ordinance 186464 on February 19th, 2014. The
money has been tied up in litigation for years. We are requesting access
to some of those <span class="il">funds</span> to support our operations unless the city or county is able to access different <span class="il">funding</span> to support the services that we provide.<br>
<br>
Our Good Neighbor Agreement said that the city would provide utilities.
The GNA document is not legally binding but our neighborhood supporters in the Lloyd, who
are parties to the GNA, were surprised and disappointed that the city
does not pay for our toilets ($1000/month), garbage ($650/month), water
and electricity (these fluctuate). Our other major expense is laundry ($600/month).<br>
<br>
The city paid up to $1500 per month for one year after we moved from Old Town. We have provided this vital service for 8 1/2 years now. <br>

While you are contacting your local government officials to ask tell them to support Right 2 Dream Too, let them know we need to use public land for more rest areas, villages and camp sites, so that houseless folks can be part of flattening the curve and having every chance to come through this pandemic.<br>
<br>
Tell them to stop the evictions of apartments, houses and campsites. No one should be displaced, and to do so know puts us all at greater risk.<br>
<br>

Hi everyone! It's only been a month since we found out we would be able to extend our stay on 4th and Burnside for up to two months and prepare for a very quick move to our new location near the Moda center.<br />
During this time, we've been working with architects from Communitecture, LRS, and PSU's Center for Public Interest Design - on our site plan. Unfortunately, our site has been shrinking (more on this later), but we are working out strategies to make it work.<br />
We will need lots of volunteers to help with this process. If you are interested, please feel out the google form with by pressing on the link below.<br />
Our big work party weekends will be May 27th-28th and June 3rd-4th. However, there will be lots to do in between as well. When you fill out the form, let us know when you can help, and if you have a truck or any special skills.<br />

Once we learned that the Portland Development Commission (PDC) acquired an option to buy the lot that we have been using (courtesy the landowners, the Wright-Cossette partners) for more than 5 years, we have been trying to find a new home. Three times we found a reasonable relocation site and three times we were turned away by individuals, businesses and organizations who, out of ignorance and fear, refused to accept our presence, even as we committed to continuing to be good and safe neighbors. </span></div>

<b><span style="font-size: large;">Sheriff's office and private security force sweep houseless encampment in Southeast Portland during rainstorm on Human Rights Day</span></b><br /><br />Portland, OR - December 14, 2015 - Around 8:00am on December 10, 2015 private security guards and a crew from Multnomah County Sheriff’s department arrived at St. Francis of Assisi Catholic Church on Portland’s southeast side and removed the personal belongings of many of the people who were sleeping there on the grounds and sidewalks near the church. Guards from Pacific Patrol Services and members of an inmate crew loaded tarps, sleeping bags, clothes, shoes and blankets into a truck and hauled it away in the rain. Temperatures at the time were about 48F, with winds gusting up to 26mph.<br />

Mubarak left the radio station and arrived at St. Francis at around 9am. Mubarak approached the sheriff department employee and said “You are sweeping people in this weather? It’s supposed to be a state of emergency. They have nowhere to go." Rainy, cold weather in Portland the three previous nights has caused flooding and home evacuations. The crew leader denied that it was a sweep and said the crews were simply “cleaning” the sidewalk. Then he called the Portland Police on Mubarak, contending that he was being "aggressive". Police arrived, but did not arrest Mubarak. As they talked, the police officer said that this was a sweep that had been ordered by East Precinct Captain Sara Westbrook, contradicting previous assertions by sheriff department representatives that it was not a sweep. Mubarak reports that Valerie Chapman, the St. Francis Parish Administrator, was also present. Mubarak left St. Francis and went down to Portland Mayor Hales' office, where he conveyed the seriousness of taking away people's survival gear in this kind of weather. Josh Alpert, mayoral aide, responded two days later in a text to Mubarak: "St Francis action is part of weekly maintenance cleanup of the area, no cites issued, people required to only relocate with the belongings they want to keep to a block away. Trash and unwanted items are disposed of. Campers generally return shortly thereafter.<br />

St. Francis supports the maintenance cleanings... I'm largely ok with that, as long as people aren't being harassed and can still come back. However, I've also let all bureaus know that 1), unless emergency, no sweep or cleanup of weather is bad, and 2), for now, any proposed action must be approved by our office first- some are appropriate, but I want to know reasons, where, who requested, etc.” Portland Mayor Charlie Hales was meeting with other west coast mayors that morning in Portland. Homelessness was a key topic on the meeting agenda. Two weeks earlier the mayor was quoted in the Oregonian: "Our job in city hall is to try to help everybody where they are, whether they are in established neighborhoods and everything's fine, or whether they're struggling and they're trying to stay in their apartment, or whether they're houseless and living on the street." State ordinances require advance notice of any sweep. There is no ordinance regarding "cleanings". No one was arrested on that cold rainy morning, but Mubarak was outraged about the actions of the crews, especially during the rainy, cold weather. "No one spoke up about their stuff being taken because they were afraid they were going to get arrested," he said. "It was Human Rights Day and this is what they do?" Mubarak posted photos of the sleeping bags and tarps being hauled away from St. Francis with this caption "go eat breakfast and come back to your stuff gone what a day time nightmare". We talked about the crisis that effecting the people of this country 'cause of No affordable housing, not enough Jobs and jobs that do not pay a wage so people might afford housing. The pay wage should be $15.00 or More. We went out to eat after his visit at the Rest Area of R2dtoo. What I learned is that he was a health specialist. Well Kiss my Ankle! When you talk with people you find out what they are like, what they know and don't know, or what they think that they may know. He has a heart but that heart wasn't informed of the Health crisis's that Houseless people go through. Ex-Governor Kitzhaber didn't know about recuperating centers for the houseless. He seem surprised that the Hospital would service people and then put them right back on the streets. He asked me;" How can they heal?" Well, Well, Well, Now He Knows. They don't!!!! At the time I was asked if I wanted to go meet Presidential hopeful Hillary Clinton, I was reluctant to go. What in the name of common sense would we talk about. Cigars? Chicago? Weapons of Mass Destruction? What. Oh! I know, Poverty that's plaguing this Rich Country.<br />

When I first arrived at the secret place where she (Hillary) would be I was asked what I was doing and that help is in the back. I held my composure due that I knew that the organizer of this event was stupid. In that time the Host walked up to me and gave me a hug and mention that she was happy that I could make. So I turned stuck my tongue out at the organizer. Ha that felt good. I was searched , my bag was searched and the magic wand was waved over me to check for anything metal, Of course.<br />

As I enter to greeting / meeting area, I saw a host of plastic white stale faces, taking me back in years to when my father was running for Mayor in a Suburb of Chicago Ill. I remember all the corny Jokes, all the Political Jargon etc. So from past experience I Ibrahim a former Chicago Gang Banger, Ex Drug Dealer/User, College Graduate, Aerospace Technician, Houseless Person and Advocate, but most an African American Muslim, Joined the Party. I combined my knowledge, of Academic and Street awareness to mingle. I past out information and DVD's about Right 2 Dream too, a Rest Area for Houseless People in Portland Oregon. I talk with the Richie Rich of this state. <b><span style="font-size: large;">Advocates for the homeless say tent cities would relieve Portland’s growing outdoor sleeping problem</span></b><br />

On any given morning over the past few weeks, sunrise along the west bank of the Willamette River meant Mother Nature’s wake-up call for dozens of homeless people who spent the night sleeping on public property.<br />
Some had simply unrolled a sleeping bag or folded themselves up on the park benches along Tom McCall Waterfront Park. Others parked all their worldly possessions — shopping carts, bikes, suitcases and filled-to-bursting garbage bags — in increasingly large, impromptu settlements beneath the Hawthorne, Morrison and Burnside bridges.<br />
To a certain degree this is expected. Summer brings people who’ve been hidden, in cars and abandoned buildings or on friends’ couches, out into the sunshine. The end of the rainy season also coincides with the arrival of a different, usually younger population of homeless travelers.<br />
But this year’s boom feels more intense, advocates and homeless people say, particularly in downtown Portland and along the Willamette’s west bank. It’s a reminder of a fundamental truth in the effort to end homelessness: Portland, like most large U.S. cities, forbids public camping but has no feasible means of consistently enforcing the ban.<br />
It’s adding to a slow thaw in how civic leaders talk and think about a concept that would have seemed outlandish, and out of the political question, a few years ago: legalized, if limited, camping. Government-authorized tent cities.<br />
“I know the general public doesn’t want to hear it,” said Israel Bayer, a homeless advocate and executive director of Street Roots, the alternative weekly paper sold by homeless vendors. “No, it’s not popular. No, it’s not an answer. But at some point, the gap between places to sleep and people needing them is too great. We’re overwhelmed.”<br />

<b>The camping ban</b><br />
<br />
Camping, or in technical terms “establishing or maintaining a temporary place to live,” is illegal in Portland, along with most other Oregon communities.<br />
As a general rule, Portland police enforce the law, and one that forbids erecting temporary structures on public property, on a complaint-driven basis unless camps grow so large or so obvious that they pose a public health or safety danger.<br />
“Our primary complaints are about garbage and human waste,” Assistant Chief Bob Day said. “It really isn’t about the people so much as it’s about the stuff.<br />
“We try to operate in a very restrained fashion in terms of understanding that we have almost 2,000 people outside every night, and even if all 2,000 were ready to be housed today, we couldn’t do it.”<br />
Put more plainly: If you stay out of sight, out of trouble and away from large groups, officers usually leave you alone.<br />
“We are not interested in the unsheltered man or woman who is sleeping in a doorway and picks up after themselves and is just looking for a safe place for the night,” said Sgt. Nate Voeller of Central Precinct’s neighborhood response team. “We know as well as anybody that people need a place to sleep and that we don’t have enough options in Portland.”<br />
Earlier this summer officers spent three weeks working to reduce the number of people sleeping outside along the Eastbank Esplanade, on the streets near OMSI and under the Fremont Bridge’s east end. They were responding to complaints from neighbors and to camps that had grown too sprawling to control or ignore, officers said.<br />
Homeless advocates called the effort abusive and unnecessary. Officers object to that characterization and say most people left voluntarily. Police made 896 “contacts” during the three-week operation but arrested only 12 people, six on outstanding warrants.<br />
The problem: In the inner city, the number of places to hide is shrinking. Development in the Central Eastside Industrial District and inner Southeast, including the redevelopment of Washington High School and St. Francis Park, longtime refuges for homeless men and women, have resulted in more calls to authorities. So the crackdown on the inner eastside helps explain the apparent, anecdotal jump in the number of people sleeping in the inner westside.<br />
“Historically, a complaint-driven system resulted in, for the most part, people being OK,” Bayer said. “The problem is a complaint-driven system when there’s really nowhere safe and secluded for people to go.”<br />
<br />
<b>Embracing tent cities</b><br />
<br />
In the U.S., tent cities — semipermanent communities in temporary shelters — date to at least the Great Depression. Rising numbers of homeless men and women have prompted a few communities to consider them.<br />
It’s usually a last-ditch approach, as in Phoenix, where community leaders allowed an overflowing shelter to expand into an adjacent parking lot for almost two years. Or it’s grudging: San Jose leaders, facing overwhelmed shelters and drops in federal affordable-housing money, allowed a 68-acre shantytown dubbed “the Jungle” to grow to almost 300 people, large enough that it appeared on Google Maps, before shutting it down in 2014.<br />
In Seattle legal camping has been a small but accepted part of the approach to homelessness for more than a decade. Churches and other religious institutions were allowed to host homeless camps several years ago.<br />
This past spring the Seattle City Council approved three new tent cities regulated by the city for as many as 100 residents each. The expansion was Mayor Ed Murray’s response to a surge in homelessness and the number of illegal camps in hard-to-miss places such as along highways and in public parks.<br />
“The impact those illegal camps have on our community are huge in terms of public health, sometimes in terms of the general public but even more than that in terms of the safety of individuals living outside on their own without the protection of a community,” said Sola Plumacher, a Seattle Human Services Department worker who helps coordinate establishment of the new settlements. “We’re calling this an interim survival mechanism."<br />
Seattle’s new camps will not be allowed in public parks, must be within a half-mile of a transit stop and must move at least once a year. Social service providers will run them and the city will pay as much as $200,000 annually for basic services such as trash collection and portable toilet rentals. That’s far less than the cost to build or rent and operate a traditional indoor shelter.<br />
“Obviously we cannot stop there,” said Seattle City Council member Kshama Sawant, a Socialist whose election two years ago helped spur Seattle’s shift toward government-permitted tent cities.<br />
“We have to be moving to a broader, more comprehensive solution, toward a time when people do not suffer from homelessness,” she said. “This is a way to make people’s day-to-day lives a little easier.”<br />
<br />
<b>A possible thawing</b><br />
<br />
In Portland, advocates for the poor have pushed legalized camping for more than two decades. Those calls have grown louder in the past few years as homelessness jumped, a result of the recession and Portland’s hot rental market, which has driven up prices, driven down vacancy rates and driven out many poorer residents.<br />
Civic leaders’ opposition to some form of legalized camping is beginning to loosen. “I think in a limited way that’s an option that has some merit,” Mayor Charlie Hales said this past spring. A committee of government officials, elected leaders and service providers studying solutions to homelessness has included tent cities in early conversations about what form more shelter space should take.<br />
According to the Home for Everyone committee, the ultimate answer to Portland’s homeless crisis is better access to mental health care, more low-skill jobs and higher wages for existing jobs, more options for people fighting addiction and, above all else, more permanent affordable housing. But Portland also needs more emergency places for homeless people to sleep right now.<br />
“We have an ordinance that prohibits camping. We also have upwards of 1,800 people who are going to have to sleep somewhere,” said Marc Jolin, director of the city-county A Home for Everyone initiative. “We do not have enough lawful places to sleep right now, no question. The question is how we use our resources.”<br />
The arguments against tent cities are easy to list: They’re unattractive. They take up public space. They’re not a long-term answer for people trying to reach self-sufficiency. They can, done with little thought or placed in out-of-the-way places, look and feel less like small towns and more like internment camps for the extreme poor. In Honolulu, where the City Council has passed multiple laws aimed at criminalizing loitering and camping, Mayor Kirk Caldwell is building a small, legal homeless camp made of shipping containers at Sand Island Recreation Area, a World War II internment camp for Japanese Americans.<br />
“The risk is that you’re just pushing homelessness out of the public eye but not actually doing anything to help homeless people,” said Eric Tars, senior attorney with the National Law Center on Homelessness and Poverty. “If you put a camp in the middle of nowhere, away from any services, the only thing they accomplish is making the people you’re trying to help feel even more ostracized and isolated.”<br />
Arguments for tent cities are subtler: They allow residents who want to look for work or go to the doctor a place to store their belongings, and freedom from the stress of trying to find a new safe place to sleep every night. They can give social service providers, who often must search for clients, a central location to work. They offer, if well run, a safer option for women and seniors living outdoors.<br />
“I’m of the opinion that a sheltered place to go might reduce the victimization of some of our more vulnerable unsheltered population,” Voeller said.<br />
And they give police and policymakers more leeway to enforce anti-camping and loitering laws elsewhere in a city. It’s hard for officers to crack down on camping with lasting results when there is nowhere for them to go besides “not here.”<br />
<br />
<b>Portland’s camps</b><br />
<br />
Portland has two legal camps. Dignity Village, in far North Portland, grew out of a protest and into a permanent government-approved city-within-a-city run by and for homeless people.<br />
The Right 2 Dream Too rest area downtown has drawn complaints from some nearby business owners, who say it scares away out-of-town visitors. A developer recently sued the city, saying the nearby homeless camp made it impossible to find investors to convert a former low-rent motel into a youth hostel.<br />
City leaders, after trying to fine the community out of existence, have come to accept its usefulness, if not its location. They’re negotiating with its organizers to move near the southeast end of the new Tilikum Crossing bridge. Right 2 Dream has room for 100 people and routinely turns away 100 or more on winter nights, but the potential new site isn’t big enough to solve that problem.<br />
“Of course we need more legal camps, unless we’re suddenly going to come up with houses for everyone,” said Ibrahim Mubarak, a homeless man who helped found Dignity Village and Right 2 Dream Too. “Look at it this way: You have a two-year waiting list to get housing in this city. and march up to SW 4<sup>th</sup> and Washington where we will set up
tents along the parade route at 10 am. We will have food,

time leading up to the Rose Festival is also the time when houseless
people are most likely to be targeted and swept as more and more
people come to Portland to enjoy the festivities. This action serves
to give as many houseless people as possible a safe place to stay the
night before the parade. It is also used to educate and inform the
public of the unfair laws and ordinances that make camping for
survival illegal while there is a policy in effect that makes it
perfectly legal to camp out up to 24 hours before a parade for
recreational purposes. I repeat, it is legal to camp for recreation
to get a prime spot for a parade here in Portland, yet it is illegal
to erect a tent, or even cover yourself with a tarp or blanket to
protect yourself from the elements if you are doing this for survival
any of the other 364 days of the year!</div>

Many people have reported that private security companies have engaged in these sweeps. Companies like Clean & Safe and Pacific Patrol Services have been spotted at many of these sweeps. </span><br />

<span style="font-size: small;"><span style="color: blue;"><span style="font-size: large;"><b>R2S Goes to Tucson</b></span></span></span><br /><span style="font-size: small;">By: Lisa Fay<br /> Earlier this month (March 2015), with the help of believers from GoFundMe and a grant from the MRG Foundation, Right 2 Survive (R2S) was welcomed back to Tucson, Arizona to work with leaders of Right 2 Dream Too, Tucson and Safe Park. While there, we engaged in meetings to discuss the next steps on their plans for making the future brighter for the houseless folks down there.<br /> We and local activists spoke at a meeting, held by the city of Tucson, to come up with solutions that would work for all of Tucson's downtown dwellers. Also present were local business owners, shelter heads, and the Diocesan Bishop. In that meeting, discussions around housing, as well as traffic of houseless in front of businesses, were of great concern. R2S shared a power point of five of the tent cities and rest areas in Oregon and of other working models from around the country—all of which are low cost temporary solutions to houselessness that can be implemented and maintained using self-governance, while alleviating costs to the city and surrounding businesses.</span><br />
<span style="font-size: small;"> We also attended a federal court hearing that ruled that sleeping in “pods” in a public space as a means of “Free Speech Protest” is a City matter and is to be determined by the City, not a federal judge. The City of Tucson responded swiftly. Within 3 hours of the ruling, the City had police officers posting eviction notices on all the sleep pods that lined the sidewalks in the Safe Park area. Folks were given 3 days to move their sleep pods and tents, or these would be confiscated. The police brought out the mental health task force to evaluate folks; and if they wanted, they could go into a mental health facility immediately, but (the mental health task force) couldn't provide any social service assistance.</span><br />

R2S spoke about the Houseless Bill of Rights Campaign with interested parties, and helped folks understand the need for protection from criminalization based on housing status. In Arizona, certain felonies prevent folks from receiving any type of public assistance (i.e. food stamps, health care, welfare and housing assistance). </span><br />
<span style="font-size: small;"> R2S also used the time to do interviews for their radio show (that airs on KBOO 90.7fm), and video recorded some of the things they witnessed. The officer immediately enters your home, putting on blue rubber gloves, as if you and your home were diseased. No reason is given for their intrusion, and warrant is presented.<br />

The sheriff, one hand on his gun, waves his inmate work crew into your home, where they look around eagerly, waiting to be told what to do. The officer walks through your home, pointing at each of your belongings, and the inmates eagerly grab them over your protests. They take each item to a trailer, where they are tossed onto a pile to be thrown out. You watch in horror as your clothing, bedding, stove, pots and pans, family photos, passport and furniture are taken away. The officer answers your increasingly desperate protests with a threat to arrest you for interfering with a police officer if you continue to object.<br />
<br />
You are told you don't need what has been taken, or that you cannot legally possess it. When you beg them not to return the next day, the officer tells you that if you leave and never return, the harassment will end. But you know better. Others wait in the neighboring communities, ready to do the same. The uniformed officers leave as abruptly as they came, moving to your neighbor's house, and on down your block. You know that as bad as this was, the next visit could be the one where your home could be torn down, and your remaining possessions taken from you. If you are lucky, you will have 24 hours to save what you can carry.<br />

It is happening every day on our streets. It is the holocaust of the houseless.For the houseless, this unbelievable, illegal violation of both the law and their individual constitutional rights is an everyday occurrence. Laws against crimes like theft, and constitutional protections such as the fourth amendment right to be secure in your belongings and papers, or the 5th and 14th amendment guarantees of due process, do not seem to apply. Conspiracy is not a paranoid delusion for these individuals, but brutal reality.<br />
<br />
The County Sheriff, local police and private security, backed by the money and influence of the PBA and other representatives of business interests, work together in a conscious effort to deprive the houseless of their safety, security, belongings, and protection from the elements. Meanwhile, the City makes a public show of demonstrating its concern by convening commissions, committees and workgroups to end homelessness, while those sworn to protect and serve all citizens work daily to end homelessness by chasing the homeless out of Portland.<br />
<br />
The 10-year plan to end homelessness died a slow death, and it's heir, A Home for Everyone, in a bizarre incarnation of social triage, has already made the concession that there will be no homes for the single largest group of homeless individuals: single men. As if to sweep this truth away, the effort to clear the houseless from under every bridge, out of every doorway, off every sidewalk in the City is in full swing. ODOT, the Portland Police, Multnomah County Sherriff, Portland Patrol Inc. and Pacific Patrol Services work together in this misguided mission. Imagine if you will, a world where it is illegal to sit down. Could you survive if there were no place to fall asleep, to store your belongings, or to sit or stand still? For homeless people across America, these circumstances are an ordinary part of daily life. In America people are criminalized on a daily basis for just trying to survive. Sitting, standing, sleeping, and eating in public in many cities in the US are illegal.<br />

According to the National Law Center on Homelessness & Poverty, homeless people are criminally punished for being in public, even when they have no alternatives. Homelessness is caused by a severe shortage of affordable housing, and fewer emergency shelter beds than homeless people. Despite a lack of affordable housing and shelter space, many cities have chosen to criminally punish people living on the street for doing what any human being must do to survive. In Portland for example, there used to be a "sit/lie" ordinance, that made it illegal for people to sit or lie on a sidewalk. There is still a law that makes it illegal to cover yourself if you are lying in a park, or public space. Other laws affecting homelessness include: camping in public, sleeping in public, laws against panhandling, sleeping in vehicles, and food sharing. These laws are against the very constitution that everyone has, and against peoples basic human rights as afforded by the UN.<br />
<br />
In 3 states, a Homeless Bill of Rights has been passed. These states are Rhode Island, Connecticut, and Illinois. Rhode Island was the first state in the nation to pass a homeless bill of rights, ensuring that no one is discriminated against based on their housing status. For the first time, basic rights; such as the right to vote, to access gainful employment, or gain housing; can't be denied because someone lists a shelter or a street corner as their address.<br />
<br />
Oregon is trying to pass a very similar law that will allow people to shelter themselves, cover themselves, and sleep in a vehicle that is legally parked. Our bill is Senate Bill 629, and is backed by Senator Chip Shields. One conclusion that could be raised is criminalization laws are ineffective, expensive, and violate the civil rights of homeless people. Both the federal government and the international human rights monitors have recognized criminalization of homeless as a violation of the US human rights obligations. One example of the expense, criminalization. The Utah Housing and Community Development Commission found that the annual cost of emergency room visits and jail stays for an average homeless person was $16,670. While providing an apartment and a social worker cost only $11,000. By providing housing to its homeless population, Utah has been able to reduce its rate of chronic homelessness by 74%.<br />
<br />
Some solutions to this problem could be:<br />
1. Governments investing in more affordable housing.<br />
2. Local governments dedicating resources to ending homelessness in their cities.<br />
3. Communities should adapt a housing first model, which is premised on the idea that pairing<br />
homeless people with immediate access to their own apartments is the best way to end their<br />
homelessness.<br />
4. Communities should improve police training and practices.<br />
5. Every state should enact Homeless Bill of Rights legislation.<br />
These are just a few of the ideas that could help become a solution to the problem of homelessness. There are probably as many solutions to the problem as there are homeless, but another temporary solution is more rest areas like Right 2 Dream Too. I got expelled from a bunch of schools. I wasn’t big on the school structure. I didn’t understand the rules and I couldn’t conform to them. I made it through high school. </span></div>

Then there was a multilingual gathering, with all the different language departments. That’s where I met the Japanese teacher. I found out that Japanese is a very structured language. There are rules, and if you break the rules in Japanese, then you are just talking nonsense. </span></div>

I got good enough at it that I was elected for the extended exchange trip. I spent 6 months in Japan where I learned so much and had an amazing host family. I tried a different college and lasted 1 week. I decided to get an education through living. I did that by talking to people who were intellectuals or had something they could help me learn, and by traveling the U.S.</span></div>

Homeless people come from all walks of life. I learned a lot about philosophy from a homeless guy. He had a Master’s degree and the field he was working in sort of dried up. He had been on the streets for four years.</span></div>

His house was the maintenance room of a subway station. He broke the lock and rigged the electricity. He had two five gallon pickle tubs, which he used for his shower. The room was the size of a small studio apartment. He had a cot for guests. I stayed there for 3 weeks. I learned about electronics and I learned how to pick a lock.</span></div>

The February that I came, I had just got back from Michigan, where I was staying in a mission. There was no where to stay, I couldn't get services, no shelter. I had been up for 4 ¾ days because I couldn’t sleep on the sidewalk. It scared me too much. My friend Jessica told me about Right 2 Dream Too. I slept for 16 hours the first night. If I had been up another night, I may have passed out in the road and been hit by a car.</span></div>

A lot of organizations say that they are using money to help the homeless, but they are not, because a lot of organizations are using the money they get to pay their employees. R2DToo is all volunteer run. The volunteers are homeless members, formerly homeless people, and supporters. That’s why we don’t need as much money as other organizations. Also, the people who are working understand the people who use the services.</span></div>

I figure if I can help a bit during check in, or relieve someone from security duty who is sick, then they will have a chance to get better and have the time to better their lives.</span></div>

As most of you know, we are still on the corner of 4th and West Burnside, and expect to be there until we find a permanent site for R2DToo. We started 2014 with a huge push to be included as equals at the negotiating table with city officials who were brokering deals that directly impacted us. The Dreamers, board members, and community supporters testified week after week in front of council. As a result, the process became more participatory. Although we do not have any viable sites for our new permanent home yet, we are making great strides to change policies and practices that criminalize the houseless and punish people without economic resources.</span></div>

We provided 24 hour shelter for more people than in previous years, and the entertainment was off the hook!</span></div>

Then in October, we sent two of our board members to Tucson, AZ to support their rest area, called Tucson Safe Park Dream Center. They are facing similar challenges to what we experienced here in Portland in the beginning. We are proud to stand in solidarity with and help educate other houseless people throughout the US and the world so that they can build community and provide safe sleep. </span></div>

UTBW happens almost every 1st and 3rd Tuesday of the month. UTBW were started by Right 2 Survive. Right 2 Dream Too is the meeting place and from there we set out to network with houseless community under bridges and in the doorways, to make sure they have the basic necessities for survival and comfort. We distribute blankets, warm clothes, toiletries, food, socks and more.</span></div>

We would have been able to handle our own, and show the other states like Washington how to handle their neighborhoods, how to deal with the problem of homelessness and the mentally ill homeless, in our communities. The federal government has been allocating monies to deal with the houseless, but it is not reaching those in need, or getting to the people that know how to set up the proper organizations. There is also a large community of homeless veterans that are left out here because of lack of services also that fell through the cracks, they are just now learning how to get out of this due to Undivided House. The rest of us are still falling through the cracks. The melting pot is getting bigger and bigger, since other states are using Oregon as a dumping ground for the mentally ill. Pitch
a tent is a public camp out designed to raise awareness about the
criminalization of homelessness in Portland and across the nation and
the creative solutions that can be implemented immediately to address
this human rights crisis.<br /> <br /> "The city allows people to pitch up
tents for pleasure, but they won't allow people to pitch a tent to
survive. This is wrong." said Leo Rhodes. "Homeless people are just
doing human things like sleeping, getting out of the rain and resting."<br /> <br /> Come Join them on <span class="aBn" data-term="goog_1879881868" tabindex="0"><span class="aQJ">June 6th</span></span>
to pitch a tent along the Rose Parade route. Every year the city of
Portland buys a permit that allows them to camp along the parade route
once a year. The other 364 days of the year the community will be
criminalized and harassed for putting up tents. This shows that camping
for recreational activities is okay but Camping for survival is not.<br /> <br /> They set up starting at 4th and Washington at <span class="aBn" data-term="goog_1879881869" tabindex="0"><span class="aQJ">10 AM</span></span>
then move outwards. They will be setting up all morning into the
evening. They will have events, entertainment and food throughout the
day.</div>

Homeless Action Day, October 10, 2011. We are a nonprofit organization
operating a space that provides refuge and a safe space to rest or sleep
undisturbed for Portland’s unhoused community who cannot access
affordable housing or shelter.<br /> <br /> Right 2 Dream Too exists to <span class="text_exposed_show">awaken
social and political groups to the importance of safe and undisturbed
sleep. Our purpose is to create a place where unhoused people can rest
or sleep without being rousted by police or private security and without

"On any given evening along the dark, wooded perimeters of the
Springwater Corridor in Clackamas County, more than 50 homeless
individuals tuck themselves in for the night and hope for the best — or,
at least a good night’s rest.<br />
<br />
To many, uninterrupted sleep comes
as a luxury in an area fraught with late-night camp raids, both from
local authorities and predators. It is no surprise that conversations
among those experiencing homelessness have turned to organizing around
safety.<br />
<br />
“What chance do we have when we can’t feel safe in the
only place we call home?” asks Hilary, a woman living with her husband
under a nearby bridge. “It’s always one step forward and two steps
back.”<br />
<br />
The main haven for this community, Southeast 82nd Avenue’s <a href="http://www.cscoregon.org/"><b>Clackamas Service Center</b></a>,
remains understaffed and out of space for the county’s steadily growing
homeless population. With free meals, health services, a free clothing
room, and a future promise of public showers and laundry facilities, the
service center is working on all cylinders — but staff still admits
there’s a large gap in their services.<br />
<br />
“We are burning the candle
at both ends here,” says CSC volunteer staff member Trena Sutton, who
fields safety-related calls and concerns from the center’s visitors on a
daily basis. “We need a location where people can be safe. A
well-maintained camp would give them the safe, communal living many of
these folks need to move forward with their lives.”<br />
<br />
Despite her
already full plate of responsibilities at the center, Sutton’s paired up
with Ibrahim Mubarak, the founder and head of downtown Portland’s <a href="http://right2dreamtoo.blogspot.com/"><b>Right 2 Dream Too</b></a>
homeless encampment, to bring this idea into a reality. Their ultimate
goal: Bring the Clackamas community together to support and create a
second Right 2 Dream Too camp.<br />
<br />
The original Right 2 Dream Too
community — currently in the stages of a much-debated move from its East
Burnside grounds — has grown into a respectable and secure rest area
since its creation in October 2011. Like R2DToo, Sutton’s proposed
second site would have a front desk with 24-hour surveillance and
prohibit alcohol, drugs, violence and discrimination. Here, Sutton says,
the people wanting to better themselves and dig themselves out of an
anxiety-saturated livelihood would be protected from predatory
individuals.<br />
<br />
“I’ve seen people being victimized over and over
again from predators on the trail,” she says. “So many people are spread
out and vulnerable, they have no way to truly protect themselves. I
need a safe place for my folks.”<br />
<br />
Compared to inner Portland,
Clackamas County’s facilities and services for its homeless population
are few and far between, ramping up the need for a solution. According
to Sutton, the area only has three dependable homeless shelters
specifically for women and families. One is closing at the end of the
month. If you’re single or without children, the closest shelter is more

What a week on the homeless front. A partnership between
some of the most powerful interests in the city and a group of homeless
activist, a snowstorm and the Portland police chief announcing a plan to
address homelessness downtown. Wow. <br /><br />I haven’t even mentioned
that there’s a plan in the works to potentially move a prominent
downtown shelter to the Eastside, but honestly, that’s a story for
another time. <br />
<br />
<span class="pullquote-right">I go on the Internet
and see reporters and pundits making fun of the conditions in Sochi
during the Russian Olympics and then walk out the door at Street Roots
in Old Town to see a 64-year-old man freezing in the doorway. You tell
me. </span>First things first, a big kudos should go out to all of the
men and women who have been working around the clock to serve people on
the streets. <br /><br />Individuals on the streets endure much, and none
more than during the current snowstorm. There’s nothing logical or
remotely civilized about watching people struggling without a home
during the dead of winter. <br /><br /><span class="pullquote-right-text pullquote-processed">I
go on the Internet and see reporters and pundits making fun of the
conditions in Sochi during the Russian Olympics and then walk out the
door at Street Roots in Old Town to see a 64-year-old man freezing in
the doorway. You tell me. </span> <br /><br />There’s been an army of social
workers, do-gooders, police officers, the fire bureau, and many others
working around the clock during these cold nights. They have one simple
goal — to not let anyone freeze to death. They do it with compassion and
heart. They should be saluted. <br /><br />If you’re interested in
volunteering or donating goods during cold spells, or anytime for that
matter, holler. 2-1-1. It’s one of the most important numbers you can
have in your phone. <br /><br />Pretty sweet that Right 2 Dream Too continues to navigate, with grace no doubt, in some very complex political waters. <strong><a href="http://news.streetroots.org/2014/02/06/developers-pitch-buyout-r2dtoo-lot-and-850000-toward-rest-stops-future-home">I’m very happy they’ve been able to negotiate the next steps of their journey with the city.</a></strong> <br /><br />Here
we have a group of 70 individuals experiencing homelessness, many from
the Old Town neighborhood, who have managed to collectively pull
themselves up by the bootstraps and achieve some amazing feats. <br /><br />How
about giving hundreds of people on the streets a safe place to rest for
pennies on the dollar. I mean, we’re not even talking breadcrumbs here.
More so, the group has held its head high, while being ridiculed and
undercut, sideswiped and pushed down by some of the most powerful
downtown interests in this city. That’s what I call some big-time
resilience."<br />

"Pearl District developers want Right 2 Dream Too out of
their neighborhood, so much so that they’re willing to pony up more than $846,000
toward the homeless groups future home.

Pearl Hotel Investors LLC, fronted by developers Homer
Williams and Dike Dame, has agreed to pay the city just over $1 million total
for multiple uses. Of that amount, $142,000 will be used to purchase Lot 7, a
parking lot under the Broadway Bridge once proposed as new home for Right 2
Dream Too. The Portland Development Commission currently owns the lot.

Another cut of the payment, $50,000, goes to offset parking
needs to the nonprofit REACH, which had an agreement with the city for the
space.</div>

The remainder is dedicated to finding a suitable alternative
site for the homeless rest area.</div>

“It’s a step forward, Fritz says. “No one’s going to say

Ibrahim Mubarak, the spokesperson for R2DToo <span>has not formally agreed to
the terms of the proposal, and won't until it can convene its board of
directors <span class="aqj"><span>on Saturday</span></span>. Mubarak says they
agree on the general principle of the proposal, but want to discuss and clarify
some of the terms, including who would own the lease if a new site were found.</span>

As part of the proposal, the city agrees to facilitate the
sale of the current Right 2 Dream Too site — the high profile lot under the
Chinese Gate — to the PDC. Even with that sale, Right 2 Dream Too would still
be allowed to stay on the site until a suitable alternative was found,
according to the proposal.<span> </span></div>

The agreement also waives the existing fines, and puts a
halt on any future fines, assessed by the city for R2DToo’s occupation at
Fourth and Burnside.</div>

For the developers, it takes Lot 7 off the table for R2Dtoo.
According to the City Assessor’s office, that property has a real market value
of nearly $1.4 million, and is assessed at $172,000.</div>

Hales, says the mayor has agreed to the conditions of the sale. Hales is
currently in South Africa for the C40 Mayors Summit.</div>
